         Samastipur District Bar Association, located in the heart of Samastipur District, on the south bank of Budhi Gandak, north of the Ganga River, south of the Bagmati River, is telling the story of more than 150 years.


         District Lawyers Association Samastipur started functioning from the year 1978 AD, when in the month of October 1977, the District Judgeship was inaugurated as Samastipur District Civil Court by the Honorable Justice Patna High Court Shri Shambhu Prasad Singh.


         Earlier in 1867 AD, the then Governor General of India, Lord Lawrence, while carrying out law reform work, established a sub-divisional court in Samastipur under the Tirhut (Muzaffarpur) District Court, in which the Munsif started working to look into civil matters and the Magistrate to look into small criminal cases and the Lawyers and Attorneys to serve the litigants, for which the Sub-Divisional Lawyer's Office and Vakalatkhana were established.


         Even after the establishment of District Court Darbhanga in 1875, Samastipur Sub-Divisional Mukhtarkhana continued to function, but here Civil Judge Senior Category Court was established and this court continued to function for a long time. After independence, in 1962, the Indian Advocates Act was passed by the Parliament of India, after which the terms Mukhtar, Attorney and Barrister were abolished in the whole of India and a scholar who provides justice was called Advocate or Vakil or Advocate in a consolidated manner.


         Since 1978, the Bar Association is a registered unit of Bihar State Bar Council, Patna, which is governed in a completely civilized and democratic manner by a two-yearly election system, following the instructions of the Uniform Model Rules of Bihar State Bar Council and Bar Council of India (Bar Council of India, New Delhi). In which a total of 20 members are elected and 5 members are nominated. Its president is the constitutional head like the chairman and the general secretary has executive power, which is run by the general secretary with the help of his members and committees.


         The District Bar Association trains junior advocates through its senior advocates, keeps the advocates regulated and disciplined, ensures smooth functioning of the bench (judgeship) with full integrity and in a legal manner and is ready to serve the litigants.


         Shri Ram Charitra Singh was the President of Samastipur Bar Association, who was the Secretary of Samastipur College, K.E.H.E. School and Pusa High School. Lala Mangni Ram and Siya Sharan Prasad, Shiv Sharan Singh have been famous lawyers of Samastipur Bar Association and have made the District Bar Association proud by organizing. Senior member Babu Suraj Narayan Sinha has been the Chairman of All India Bar Council New Delhi and Shri Yugal Kishore Prasad Sinha and Ram Adhikari Sharma were freedom fighters and many other eminent personalities have increased the pride of District Bar Association Samastipur at the national level.


         In view of the increasing load of judicial work in Samastipur Civil Court, after the establishment of Rosera, Dalsinghsarai and Patori Sub-Divisional Courts, the Sub-Divisional Bar Association of District Bar Association Samastipur has been functioning smoothly in Rosera from 20-08-1988, in Dalsinghsarai from 23-11-2002 and in Patori from June 2015.


         It is hoped that the District Bar Association will continue to move forward towards its development.
